Across Melanesia, the ways in which people connect to land are being transformed by processes of modernization globalization, the building of states and nations, practices and imaginaries of development, the legacies of colonialism, and the complexities of postcolonial encounters. Melanesian peoples are becoming landowners, Stead argues, both in the sense that these processes of change compel forms of property relations, and in the sense that landowner and custom landowner become identities to be wielded against the encroachment of both state and capital. In places where customary forms of land tenure have long been dominant, deeply intertwined with senses of self and relationships with others, land now becomes a crucible upon which social relations, power, and culture are reconfigured and reimagined.
Employing a multi-sited ethnographic approach, Becoming Landowners explores these transformations to land and life as they unfold across two Melanesian countries. The chapters move between coasts and inland mountain ranges, between urban centers and rural villages, telling the stories of people and places who are always situated and particular but who also share powerful commonalities of experience. These include a subsistence-based community shaped by the legacies of colonialism and occupation in remote Timor-Leste, villagers in Papua New Guinea resisting a mining operation and the government agents supporting it, an urban East Timorese settlement resisting eviction by the nation-state its residents hoped would represent them in the post-independence era, and people and groups in both countries who are struggling for, with, and sometimes against the formal codification of their claims to land and place. In each of these instances, customary and modern forms of connection to land are propelled into complex and dynamic configurations, theorized here in an innovative way as entanglements of custom and modernity.
Moving between multiple sites, scales, and forms of collectivity, Becoming Landowners reveals entanglements as spaces of deep ambivalence. Here, structures of power are destabilized in ways that can lend themselves to the diminishing of local autonomy in the face of the state and capital. At the same time, the destabilization of power also creates new possibilities for the reassertion of that autonomy, and of the customary forms of connection to land in which it is grounded.

feature of social and political life in Indonesia. During the
authoritarian New Order regime they constituted part of a vast network
of sub-contracted coercion and social control on behalf of the state.

It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape.
This ground-breaking study will be of interest to students and scholars of Indonesian and Southeast Asian politics, political violence, gangs and urban politics.

democratisation began, the movement towards democracy in Asia has

Hamengku Buwono IX, the late Sultan of Yogyakarta Special Province, is
revered by Indonesians as one of the great founders of the modern
Indonesian state. He leaves a positive but in some ways ambiguous legacy
in political terms. His most conspicuous achievement was the survival
of hereditary Yoqyakartan kingship, and he provided rare stability and
continuity in Indonesia's highly fractured modern history. Under the New
Order, Hamengku Buwono also helped to launch the Indonesian economy on a
much stronger growth path. Although remembered as the epitome of
"political decency", he faded from power and influence as Vice President
in the 1970s, and the repressive and anti-democratic features of

questions - why and when do states issue apologies for historic crimes
and how and under what conditions are these apologies successful in
remedying conflictive relationships?
In recent years, we have witnessed an unseen popularity of apologies, with numerous politicians, managers and clergymen being eager to apologise and atone for the wrong-doings of their countries or institutions. Public apologies, thus, are a new and highly interesting, while nevertheless still puzzling phenomenon, the precise role and meaning of which in international politics remains to be explored. This book sets out to do exactly this. Focusing in particular on state apologies, it assembles twelve detailed empirical case studies which deal with the two questions raised above. In the first part, the case studies reconstruct the processes in which state representatives react to calls for public atonement, and in the second part the case studies explore the reactions to the apology and evaluate signs for its success or failure.
All case studies are based on a theoretical framework which is outlined in the introduction to the book and helps develop tentative assumptions about the emergence and the effects of state apologies, drawing on different strands of literature, such as political science, philosophy, sociology or psychology. This work will be of great interest to students and scholars of conflict reconciliation, international relations and transitional justice.

Chemical, Biological, Radiological, Nuclear,
and high-yield Explosive (CBRNE) events have the potential to
destabilize governments, create conditions that exacerbate violence or
promote terrorism. This can trigger global repercussions. These events
can quickly overwhelm the infrastructure and capability of the
responders, especially in countries that do not have the specialized
resources for response like those available in the United States. When a
CBRNE incident occurs in a partner nation or other foreign country, the
U.S. is often called upon to provide assistance. Interoperability - the
ability to work together - among U.S. agencies, foreign governments,
and responders involved in the effort is key to an efficient response.
The effectiveness of the U.S. response and approach to CBRNE events in
partner nations depends on the capability of the U.S. government to
provide timely and appropriate assistance and the resilience of the
partner nation to a CBRNE event.

Some of the most brutal and long-lasting civil wars of our time - those
in Afghanistan, Bosnia, Lebanon, and Iraq, among others - involve the
rapid formation and disintegration of alliances among warring groups, as
well as fractionalization within them. It would be natural to suppose
that warring groups form alliances based on shared identity
considerations - such as Christian groups allying with Christian groups,
or Muslim groups with their fellow co-religionists - but this is not
what we see. Two groups that identify themselves as bitter foes one day,
on the basis of some identity narrative, might be allies the next day
and vice versa. Nor is any group, however homogeneous, safe from
internal fractionalization. Rather, looking closely at the civil wars in
Afghanistan and Bosnia and testing against the broader universe of
fifty-three cases of multiparty civil wars, Fotini Christia finds that
the relative power distribution between and within various warring
groups is the primary driving force behind alliance formation, alliance
changes, group splits, and internal group takeovers.

This new work explores the formation of populist urban programs in
post-Suharto Jakarta and the cultural and political contradictions that

The book brings together eight chapters that examine
the anxiety over the destiny of Jakarta in its efforts to resolve the
crisis of the city. In the first group of chapters Kusno considers the
fate and fortune of two building types, namely the city hall and the
shop house, over a longue duree as a metonymy for the culture,
politics, and society of the city and the nation. Other chapters focus
on the intellectual legacies of the Sukarno and Suharto eras and the
influence of their spatial paradigms. The final three chapters look at
social and ecological consciousness in the post-Suharto era. One
reflects on citizens’ responses to the waterfront city project, another
on the efforts to “green” the city as it is overrun by capitalism and
reaching its ecological limits. The third discusses a recent low-income
housing program by exploring the two central issues of land and
financing; it illuminates the interaction between the politics of urban
space and that of global financial capitalism. The epilogue, consisting
of an interview with the author, discusses Kusno’s writings on
contemporary Jakarta, his approach to history, and how his work is
shaped by concerns over the injustices, violence, and environmental
degradation that continue to accompany the city’s democratic transition.
